Or as the headlines are putting it:\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Political senders can bypass Gmail\u2019s spam filters now.<\/strong>\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Well. They\u00a0didn\u2019t\u00a0even\u00a0say\u00a0\u201cto the inbox\u201d,\u00a0but a politician is out there scheming already,\u00a0I\u2019m\u00a0sure.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">After scrutinizing the fine print,\u00a0it\u2019s\u00a0also noteworthy how much Google wants in return from program participants. Because apparently the path around Gmail\u2019s normal filtering involves verifying exactly who you are, authenticating your mail, controlling your infrastructure, sending at reasonable and predictable volumes, monitoring your performance, respecting unsubscribes, keeping recipients interested, and maintaining a spam complaint rate below 0.3%.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Which sounds suspiciously like\u2026 regular\u00a0ol\u2019 Deliverability, now with registration.\u00a0<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Wait, this sender program looks familiar<\/strong>\u00a0<\/h2>\n\n<p class=\"wp-block-paragraph\">Yes! This\u00a0isn\u2019t\u00a0Google\u2019s first attempt at giving political senders different treatment.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.axios.com\/2022\/09\/19\/gmail-pilot-campaign-email-spam\">Ahead of the 2022 U.S. midterms, Google proposed a political email pilot that was approved by the Federal Election Commission<\/a>. Eligible federal political committees could enroll on a nonpartisan basis, and their bulk email would not be evaluated by Gmail\u2019s normal spam-detection algorithms in the same way.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Instead, Google wanted recipient feedback to play a much more direct role in deciding where those messages went. The first message from a participating sender gave Gmail users an opportunity to\u00a0indicate\u00a0whether they wanted to continue receiving the mail;\u00a0subsequent\u00a0placement depended heavily on what users told Gmail.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">In other words, Google\u2019s experiment was essentially:\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Fine.\u00a0We\u2019ll\u00a0take the algorithm out of the argument.\u00a0Let\u2019s\u00a0ask the recipient.<\/strong>\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">The pilot ran through January 31, 2023, with participation from more than 100 political committees, and then ended while Google evaluated what to do next. Now, more than three years later, the idea is back. But this time\u00a0there\u2019s\u00a0a fascinating difference.\u00a0<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>What\u00a0is Google doing differently?<\/strong>\u00a0<\/h2>\n\n<p class=\"wp-block-paragraph\">This is my favorite part of the \u201cnew\u201d program:\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.mailgun.com\/es\/preguntas-frecuentes-remitentes-masivos-google-yahoo\/\">Read the current documentation <\/a>and\u00a0you\u2019ll\u00a0find detailed eligibility requirements, authentication requirements, infrastructure requirements, spam-rate thresholds, enforcement procedures, and instructions for\u00a0monitoring\u00a0your status in Postmaster Tools.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">What you will not find is a clean technical explanation of exactly what happens to participating mail that would otherwise have been filtered as spam.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">The 2022 pilot was much more explicit: participating messages were excluded from certain normal spam-detection algorithms, and Gmail relied more directly on user feedback.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">The 2026 documentation says the new program helps qualified senders \u201creliably deliver\u201d compliant mail. And we know participating mail receives\u00a0<em>some<\/em>\u00a0different treatment, because Google says that if a sender is suspended or\u00a0terminated\u00a0from the program, its messages become subject to Gmail\u2019s\u00a0<strong>standard spam filtering<\/strong>\u00a0again.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">But what, precisely, happens before that? Google does not spell it out. Which makes headlines like\u00a0<strong>\u201cPolitical Email Can Now Bypass Gmail\u2019s Spam Filter\u201d<\/strong>\u00a0simultaneously understandable and more definitive than Google\u2019s own documentation.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">What Google\u00a0<em>does<\/em>\u00a0explain, at extraordinary length, is everything you\u00a0have to\u00a0do to keep whatever this preferential treatment is. And from where\u00a0I\u2019m\u00a0sitting,\u00a0that\u2019s\u00a0more interesting anyway.\u00a0<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>The fine print<\/strong>\u00a0<\/h2>\n\n<p class=\"wp-block-paragraph\">First, political committees have to prove that they are actually political committees.\u00a0Participants must verify their identity and sending domain through\u00a0<a href=\"https:\/\/www.campaignverify.org\/get-started\" target=\"_blank\" rel=\"noreferrer noopener\">Campaign Verify.<\/a>\u00a0Their sending domain needs to host or redirect to a public website associated with the committee, and they need a verified Postmaster Tools account connected to that domain. Campaign Verify then provides verified sender-domain information to Gmail as part of Google\u2019s acceptance process.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">That handles\u00a0<strong>identity<\/strong>. Then comes behavior.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">The sending domain needs\u00a0SPF. Messages need to be DKIM-signed by that domain. Participants must\u00a0comply with\u00a0Gmail\u2019s sender requirements and anti-abuse policies.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Google tells them to avoid shared infrastructure and says the IP address for their sending domain should not be shared with other senders.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Sending volume should be reasonable and expected. Content should be something recipients are interested in. Volume increases should happen gradually. Google recommends one-click\u00a0unsubscribe\u00a0and tells participants to honor unsubscribe requests.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">And then\u00a0there\u2019s\u00a0the big one:\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Keep the spam rate below 0.3%.<\/strong>\u00a0<\/p>\n    <div data-content-type=\"longform\"  class=\"callout text-body-color px-5 py-6 px-md-6 px-lg-7 py-md-7 longform-spacings rounded-lg bg-light\" data-theme=\"light\">\r\n\r\n        <div class=\"content-body\"> <p class=\"mb-0\"><b>Pro tip:<\/b> Learn about how to <a href=\"https:\/\/www.mailgun.com\/blog\/deliverability\/spam-complaint-rate\/\">keep your spam complaint rate low in our helpful guide.<\/a><\/p><\/div>\r\n    <\/div>\r\n\n<p class=\"wp-block-paragraph\">Not as\u00a0a nice-to-have. Not as a \u201cbest practice.\u201d As a condition of\u00a0remaining\u00a0in the program.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Google measures that threshold over a 14-day average. Violating program policies can trigger a seven-day suspension or permanent termination. Resolve the technical or spam-rate issue and you can become eligible for automatic re-enrollment;\u00a0fail to\u00a0remain\u00a0compliant\u00a0and your mail goes back through standard Gmail filtering.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">And tucked into all of this is\u00a0possibly my\u00a0favorite sentence Gmail has ever published:\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Your definition of \u201cunsolicited\u201d mail may differ from your email recipients\u2019\u00a0perception.<\/strong>\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">HELLO, GMAIL. WELCOME TO THE BOUNCE HOUSE.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Because that one sentence manages to explain something senders spend an astonishing amount of energy arguing about:\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">You can have a perfectly rational explanation for why somebody is on your list.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">They can still think your email is spam. Google specifically warns political senders to use judgment when mailing large audiences\u00a0<strong>even when those recipients\u00a0elected\u00a0to receive email in the past.\u00a0<\/strong>Prior consent is not a lifetime subscription to attention. And\u00a0apparently Gmail\u00a0would like political campaigns to know that before learning it the hard way.\u00a0<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Gmail is not the U.S. email service<\/strong>\u00a0<\/h2>\n\n<p class=\"wp-block-paragraph\">There\u2019s\u00a0another assumption lurking underneath a lot of arguments about political email:\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><em>But shouldn\u2019t voters be allowed to receive political speech?<\/em>\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Sure.\u00a0They\u2019re\u00a0also allowed not to want it.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Gmail is not the United States Email Service. There is no little government mail truck driving around the internet with a constitutional obligation to drop every lawful email into the Primary tab. Gmail is a private email service whose users expect it to make their inboxes useful, even if the sender has every legal right to send irrelevant emails.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Gmail\u2019s business model requires keeping\u00a0eyeballs in\u00a0inboxes to view ads. No eyeballs, no money. If you want guaranteed attention, buy an ad! If you want free access to Gmail\u2019s users, make it worth everyone\u2019s time.\u00a0<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Verification\u00a0solves identity<\/strong> issues, not desirability issues<\/h2>\n\n<p class=\"wp-block-paragraph\">This is where the program becomes useful far beyond political email.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Senders tend to collapse several different questions into one:\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>\u201cAm I allowed to send this?\u201d<\/strong>\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">But deliverability has never been one question.\u00a0There\u2019s whether\u00a0you are legally\u00a0permitted\u00a0to send the message.\u00a0There\u2019s\u00a0whether the receiving system can\u00a0establish\u00a0who sent it.\u00a0There\u2019s\u00a0whether\u00a0the recipient\u00a0expected it.\u00a0There\u2019s\u00a0whether\u00a0the recipient wants it\u00a0<em>now<\/em>. And then\u00a0there\u2019s\u00a0the mailbox provider deciding, using everything it knows about you and its users, what to do with it.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Those questions overlap. They are not interchangeable. SPF and DKIM can\u00a0establish\u00a0things about identity. Campaign Verify can\u00a0establish\u00a0legitimacy. But neither one can manufacture recipient interest.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Google practically says this outright in the program FAQ: enrollment\u00a0establishes\u00a0sender authenticity, but deliverability still depends on ongoing compliance and recipient response, including the spam rate generated by Gmail users.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Which creates my favorite \u201cgotcha\u201d in the whole program: The price of skipping Gmail&#8217;s normal filtering is doing everything Gmail&#8217;s normal filtering happens to reward. And honestly,\u00a0it\u2019s\u00a0genius in its simplicity. Verification\u00a0doesn\u2019t\u00a0replace\u00a0reputation,\u00a0it lets Google take one variable off the table:\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Okay. We know who you are. Now\u00a0let\u2019s\u00a0see what our users think of you.<\/strong>\u00a0<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>The program protects Google, too<\/strong>\u00a0<\/h2>\n\n<p class=\"wp-block-paragraph\">There\u2019s\u00a0another reason this structure makes a lot of sense, and this part requires separating what we know from what we can\u00a0reasonably infer.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Political filtering has put Gmail in an awkward position before. Google\u2019s spam filtering has faced years of political scrutiny and allegations of partisan treatment. The Republican National Committee sued Google in 2022 over Gmail\u2019s handling of fundraising email; Google denied political bias, the case was dismissed, and the Ninth Circuit rejected the RNC\u2019s appeal in January 2026.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">That\u00a0doesn\u2019t\u00a0mean Google created the new program because of the litigation. Google\u00a0hasn\u2019t\u00a0said that, so anything else is conjecture. But we do know the old pilot\u00a0wasn\u2019t\u00a0purely an act of generosity toward political senders. When the FEC approved the 2022 program, it specifically noted Google\u2019s commercial interests in protecting its brand reputation, gathering useful data, and improving the Gmail experience.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">So\u00a0here\u2019s\u00a0my inference about one thing the new program\u00a0accomplishes\u00a0extraordinarily well:\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">It creates accountability.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Imagine the old argument:\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Sender:<\/strong>\u00a0Gmail is unfairly filtering my campaign!\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Gmail:<\/strong>\u00a0Our algorithms consider lots of signals.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">There\u2019s\u00a0not much to interrogate there.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Now imagine the same complaint from an enrolled sender. Google has verification. It has\u00a0the\u00a0authenticated sending domain. It has\u00a0the\u00a0infrastructure. It has Postmaster Tools data. It has the program\u2019s published requirements. It has the sender\u2019s spam rate. It has a 14-day measurement window. It has suspension and re-enrollment criteria.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Suddenly Google can point to something much more concrete:\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>You were eligible. You were verified. You were treated under the same published program as every other qualifying committee. Your recipients reported your messages as spam above the permitted threshold.<\/strong>\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Case closed.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">That is a much more defensible system than trying to explain why an opaque filtering model made an individual placement decision. And importantly, it does not require Google to decide whose political messages are worthy. Verification handles identity, published rules handle eligibility, recipients handle desirability, and Google handles enforcement.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">That may be the cleverest thing about the whole program.\u00a0<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Legal \u2260 wanted \u2260 deliverable<\/strong>\u00a0<\/h2>\n\n<p class=\"wp-block-paragraph\">Political email gives us an unusually clean demonstration of one of deliverability\u2019s most important distinctions.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.mailgun.com\/es\/glosario\/can-spam\/\">The CAN-SPAM Act <\/a>applies primarily to commercial email. The FTC has specifically explained that it does not apply to non-commercial bulk email, including genuinely non-commercial political messages.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">That answers a legal question, but it does not disable the Spam button. A message can be lawful and authenticated and genuinely sent by a registered political committee and still be profoundly unwanted by the person receiving it.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">The recipient has a much simpler question than the sender does:\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Do I want this?<\/strong>\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">If the answer is no, they need somewhere to go. Which is why I find it so telling that Google recommends one-click unsubscribe for Verified Sender participants and tells them to honor\u00a0users\u2019\u00a0unsubscribe requests.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">There are circumstances where political senders may not have the same statutory\u00a0unsubscribe\u00a0obligations as commercial marketers. Google\u00a0doesn\u2019t\u00a0care, because\u00a0Gmail still has the same reputation problem either way.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>If recipients\u00a0don\u2019t\u00a0have an easy exit, Spam becomes the emergency exit.<\/strong>\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">And enough people taking that exit becomes a deliverability crisis whether the original message was legal, authenticated, verified, or personally blessed by the ghost of Ray Tomlinson.\u00a0<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>What every sender can learn\u00a0from\u00a0political email<\/strong>\u00a0<\/h2>\n\n<p class=\"wp-block-paragraph\">Most of us will never qualify for Gmail\u2019s Verified Sender Program, but we can still learn a lot from what Google chose to require from the people who do.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">The first lesson is that\u00a0<strong>identity is a prerequisite, not an entitlement<\/strong>. Authentication matters enormously, but proving who you are only gives Gmail greater confidence that your reputation belongs to you.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">The second is that\u00a0<strong>sender intent does not outrank recipient\u00a0perception<\/strong>. You can call a message\u00a0solicited. You can point to a signup from three years ago. You can explain your acquisition source until everyone in the room loses the will to live. The person holding the Spam button still gets a vote. Freedom, baby!\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">The third is that\u00a0<strong>predictability matters<\/strong>.
